The CISN schema used by AQMS is officially documented at NCEDC at this link: http://www.ncedc.org/db/Documents/NewSchemas/schema.html
There is a database schema working group that works through changes to this schema and an official request policy for changes. Contact Stephane at UCB for requests for now.
INV Database

inv2cisn module to load CISN instrument schema tables from INV. - ISTI wrote a java module to do this task, please contact us for a copy of the latest .jar file.
Dataless to CISN Schema
ISTI wrote a dataless2CISN translator which populates the same tables as the inv2cisn module. In fact, the .jar file for this module is the same as for inv2cisn, but a dataless is provided on the command line.
